Tim Geiser – President
Tim was elected to the board in November 2008. He is a long time resident of San Diego County and has resided in the Jesmond Dene area since 1993. Tim is a former marine and Vietnam Vet having landed in 1965. He later received a degree in Molecular Biology from UC San Diego. After graduation Tim worked for a while as a research chemist, but found the world of business more attractive and joined a start-up company named Science Applications (SAIC). SAIC became the country's largest employee owned company in the US.
SAIC led to an opportunity with another start-up in the emerging photovoltaic industry called Solar Technology International (STI). STI was acquired by Atlantic Richfield where Tim became the manager for all domestic sales along with sales in Africa, all of the North America and the Eastern Pacific.
In 1983 Tim became the President and CEO of TANGENT Enterprises. The company initially worked on solar photovoltaic projects and designed the solar powered call boxes that are now commonly seen all around the country. The company eventually turned to other projects such as heavy metals removal and storm water mitigation. The company is still in business, but Tim has been semi-retired since May of 2008.
Tim was nominated to represent District One on the California Avocado Board and served five years in that capacity.
As a local avocado grower Tim is keenly aware of the need for a well run and well organized fire protection district. Tim believes that the voters have given him a special trust to make certain that their taxes are spent wisely and with complete transparency. Tim is not politically or financially beholden to anyone.
Jean Slaughter – Vice-President
Jean has been a resident of Champagne Village since 1994 and a native of California growing up in Pasadena. He served in the Navy during the Korean War. He graduated from the University of Southern California with a Bachelors Degree in Public Administration with a Fire Administration minor. He’s been married 59 years to his Jr. High School sweetheart Pat; they have 3 grown children and 2 grown grandchildren. He spent 28 years with the Pasadena Fire Department and retired as Administrative Fire Chief. During those years he spent 25 years officiating football and baseball at the High School and College level. For 5 years he served as director on the Champagne Village Home Owners Board, one of those years as the board president. In 2002 he was appointed to the Deer Springs Fire Protection Board and served until December 2006. During this period the board got voter approval to increase the tax rate which allowed the district to put an additional firefighter on each engine and to proceed with the construction of the new fire station in Hidden Meadows. “Fire protection and prevention is in my blood and I hope to do all that is possible with the funds available to maintain and improve the fire protection and fire prevention for the citizens of our district.”
Bruce Tebbs – Director at large
Bruce, elected to the board in November 2006, is a 30 year resident of San Diego County and has resided in Hidden Meadows for the last eight years. He is married (38 years), has two children & three grandchildren. He is a retired airline pilot, served in the Air Force, and is an avid golfer.
Growing up in the service and living across the country, Bruce clings to small town values of honesty and integrity. He holds the belief that elected officials must uphold the public trust, and he will not compromise his promises. Political correctness is not a part of his vocabulary. He is not politically beholden to anyone, has no conflicts of interests, and as a result, he can stand up to the politically entrenched.
For almost two years, Bruce has worked to eliminate wasteful spending and has opposed a fire protection plan that did not provide sufficient evacuation for residents. As a result, a "special interests" group worked for months to discredit him at board meetings and in the media. He stood up and disproved their fabrications. He will continue to stand up for what is right, protect our community from unnecessary taxes and fight against dangerous fire protection plans that do not contain the infrastructure for evacuation.
Robert Frey - Secretary/Treasurer
Bob is a resident of Hidden Meadows and joined the Board in June, 2008. Immediately after moving to the District in 2002, Bob was appointed to the Hidden Meadows Community Sponsor Group and has been its Chairman for the past five years. Bob helped organize the Deer Springs Fire Safe Council and the Deer Springs Community Emergency Response Team (CERT) which is now comprised of 45 members. In his spare time, Bob serves as President of the Hidden Meadows Garden Club and is known throughout the area for his organic blueberries, blackberries, and raspberries. Prior to moving to our area, Bob had earned a Ph.D. from Indiana University in Higher Education Administration and served on the faculty of the US Military Academy, Syracuse University, and New York University. He served as the Dean of Instruction and Graduate Studies at the SUNY College of Environmental Science and Forestry in Syracuse, NY. Bob also served in the US Army for 32 years in a combination of active duty and reserve assignments. He retired as a Colonel in military intelligence.
Robert Osby-Director at Large
Robert, was elected to the Board in November, 2010. A retired fire chief, he served in the fire service for 46 years. For 26 of those years he headed four fire departments: Inglewood, CA (5 years), San Jose, CA (8 years), San Diego, CA (10 years), Oceanside, CA (3 years). He is a graduate of Redlands University, with a Bachelors in Management; John F. Kennedy School of State and Local Government, at Harvard; and the California Army National Guard Officer Canidate School at Camp San Luis Obispo, CA. He holds a California Community Colleges Teaching Credential for Fire Science. He has served in leadership roles in numerous local, national and international professional and community organizations.
Robert, a native of San Diego, has lived with his family in Hidden Meadows for over 17 years. His intent is to team up with the other dedicated members of the Board in a cooperative effort to include his public safety knowledge, integrity, experience, and concern for financial effiency to the benefit and welfare of our citizenry.
